US Senate Needs to Hear from YOU

MFA needs your help! Military movers should be eligible for grants offsetting CMMC Level 2 compliance costs.

The Senate’s version of the National Defense Authorization Act (NDAA), as approved by the Senate Armed Services Committee, includes a grant program to help small businesses offset the costs of achieving Level 2 Cybersecurity Maturity Model Certification (CMMC) compliance.

Unfortunately, as currently drafted, the grant program is only available to companies that must undergo a third-party Level 2 assessment. That means Transportation Service Providers (TSPs) that support military household goods moves—and are required to achieve Level 2 self-assessment—would be excluded from receiving any grant funding.

Movers for America is working to change this language so that all eligible moving companies can apply for grants to help offset the costs of CMMC compliance.

To make it easy, we’ve drafted a sample letter below that you can copy and paste, or feel free to personalize your own message. Every letter helps demonstrate the importance of ensuring military movers have equal access to this grant program.

SAMPLE LETTER

Subject: Please Support an Amendment to Include Military Moving Companies in the CMMC Grant Program

Dear Senator [Last Name],

I am the owner of [Company Name], a small moving and storage company based in [City, State] that proudly serves military service members and their families through the Department of Defense’s Defense Personal Property Program (DP3).

I am writing to respectfully ask for your support in amending Section 1626 of the Senate National Defense Authorization Act (S. 4784) so that Transportation Service Providers (TSPs) participating in the military household goods program are eligible for the proposed Cybersecurity Maturity Model Certification (CMMC) grant program. As currently written, the legislation unintentionally excludes companies like mine from receiving assistance.

Like other defense contractors, we are required by the Department of Defense to achieve and maintain CMMC Level 2 compliance. While we are permitted to self-assess rather than obtain certification through a third-party assessor, we must still implement the exact same cybersecurity controls and remain subject to Department of Defense audits at any time. Unfortunately, because the bill only provides grants to companies undergoing a third-party assessment, military moving companies are left out despite meeting the same cybersecurity standards.

For small businesses like ours, the cost of implementing CMMC is significant. Many companies in our industry have already invested tens or even hundreds of thousands of dollars in cybersecurity, with additional costs still ahead. These expenses come at a time when the Defense Personal Property Program is already facing capacity challenges. Every company forced to leave the military moving program due to rising compliance costs makes it more difficult to ensure service members and their families receive timely, quality moves.

Military readiness depends not only on moving equipment but also on moving the men and women who serve our country. Helping Transportation Service Providers offset the costs of mandatory cybersecurity compliance will strengthen both our nation’s cybersecurity and the industrial base that supports military readiness.

I respectfully ask that you support an amendment to Section 1626 that extends grant eligibility to Transportation Service Providers required to achieve CMMC Level 2 self-assessment. This simple change would ensure that small businesses serving our military families receive the same assistance Congress intends to provide to other defense contractors.
