Congress and the NDAA

Congress is still working through its annual National Defense Authorization Act (NDAA) — the federal legislation that authorizes Department of War programs, policies, and funding each year. Normally finalized around October, the NDAA carries particular weight for the moving and storage industry because it often includes provisions that shape military relocation policies, such as the language highlighted in a previous newsletter.

So far, the House has passed its version of the bill, which includes several administrative and logistical updates to the military moving program. However, the Senate has yet to act.

The delay is likely tied to the recent government shutdown, as lawmakers have been unable to agree on federal agency funding levels. The impasse could trigger massive furloughs and service disruptions, depending on how long it continues.

As Congress focuses on avoiding that critical issue, progress on the NDAA could slow, leaving important military policy decisions in limbo for now.
