House NDAA Summary
Every year, Congress passes the National Defense Authorization Act — the law that sets the Pentagon’s budget and policies, including how PCS moves get handled. Lawmakers are already drafting this year’s version, and we’re watching it closely.
While there’s nothing specific related to our industry yet, there were a few areas of note relating to contracting reform.
Highlights of House NDAA: The draft language relating to contracts reduces the DOW’s reliance on “lowest price wins” and pushes all agencies within the DOW to move towards “best value decisions”. This language basically codifies that price is no longer the main driver or contract awards, overall value is.
The draft bill also caps the amount of funds that the Secretary of War is able to transfer between accounts at $6 billion, this allows the Secretary to easily cover shortfalls like PCS’s in the event of a government shutdown.
The draft bill also notes the Congressional Committee’s concerns about compliance burdens on small and medium businesses. The draft language urges the DOW to look for ways to avoid impeding small and medium businesses from participating in DOW business.
