Next Tuesday, August 12, movers are gearing up for the PCS Joint Task Force’s Industry Day at Scott Air Force Base.

Make no mistake: This could be a big moment. Industry professionals are walking in with real solutions, real experience, and a hope that this truly becomes the collaborative process that could produce real solutions. We’re ready to help get the new program right. 

As we look ahead, here are the five core principles that we believe must guide this next chapter:

  • A tender-based environment: FAR-based contracts just don’t fit this industry. A tender-based model offers the flexibility needed to meet demand and serve military families effectively.
  • Tech flexibility: Movers already have tools like real-time tracking and customer-facing apps. The next program should make space for innovation, not stand in its way.
  • Performance-based shipment distribution: Quality should drive volume. The best performers should earn the most shipments. Simple as that.
  • Data-driven decision-making: Accurate pricing and fair distribution depend on real-time, measurable performance data. Better data means better outcomes.
  • Full transparency: From customer satisfaction to TSP scores and on-time delivery, transparency is key to trust and accountability across the system.

Task Force Meeting Topics & Logistics 

The Task Force shared the general schedule for the meeting, and a Code of Conduct that indicates the goal is for a forward-looking forum about finding real solutions. Respectful dialogue. Strategic ideas. Organized input and open discussion (we hope).

The task force is already floating some key questions and has asked for industry input ahead of the meeting. Whether you’re able to attend or not, we’d love to hear how you’d answer these questions:  

Innovative Commercial Practices

  • What can we do to improve the service for our customers? What IT updates are available?
  • What innovative practices are available to meet service member needs?
  • What are commercial packing standards?

Professional Workforce Incentives

  • How do we incentivize a professional workforce for packing, loading, and delivery?
  • What would enable move managers or agents to retain a qualified workforce?

Program Structure, Pricing and Claims

  • How are commercial services priced in this industry? How often does pricing need to be updated?
  • What economic factors impact the moving industry? How can we improve the claims process?

Commercial Industry ideas

  •  What are concepts or practices the PCS JTF should consider? Why?
  • How do we incentivize performance?
  • What are the advantages or disadvantages to move managers or agents? Why?

Let us know your perspectives. We plan on providing the Task Force some of the real-world answers gained over decades of experience with moving military families around the world.

Senate Proposes Shifting Military Moves Program Out of TRANSCOM

The U.S. Senate’s version of the 2026 National Defense Authorization Act (the annual defense spending bill) includes language that would transfer the DP3 program from TRANSCOM and into DOD’s Office of the Under Secretary. This is on the heels of the 2025 NDAA that required an independent audit of the failing GHC program – which is seemingly still underway. 

It’s still early in the process, and the House version doesn’t yet include this provision. Here’s the proposed language:

SEC. 327. ESTABLISHMENT OF DEFENSE PERSONAL PROPERTY MANAGEMENT OFFICE UNDER OFFICE OF THE UNDER SECRETARY OF DEFENSE FOR PERSONNEL AND READINESS.

(a) In General.— Not later than one year after the date of the enactment of this Act—

(1) the Defense Personal Property Management Office of the Department of Defense shall be established within the Office of the Under Secretary of Defense for Personnel and Readiness; and

(2) the Office of the Under Secretary of Defense for Personnel and Readiness shall assume responsibility for all functions, personnel, and other matters of the Defense Personal Property Management Office.

(b) Regulations.— Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall prescribe regulations to implement subsection (a).

(c) Briefing.— Not later than 60 days after the date of the enactment of this Act, the Under Secretary of Defense for Personnel and Readiness shall brief the Committees on Armed Services of the Senate and the House of Representatives on the plan and timeline for the implementation of subsection (a).
