As 2025 comes to a close, Movers for America is proud to reflect on a year defined by progress, accountability, and collaboration. Our efforts were all in service of one shared goal: delivering better, more reliable moves for military families.
This momentum was built through persistent advocacy, strong partnerships with policymakers, and the voices of service members and industry professionals who spoke up when the system wasn’t working.
Our key milestones along the way:
- February 2025: U.S. Senators launch inquiries into GHC implementation
- March 2025: U.S. Army halts all new shipments under GHC
- May 2025: PCS Joint Task Force is created
- June 2025: DoW officially terminates the GHC
- August 2025: PCS Joint Task Force meets with military families and industry professionals
- November 2025: MFA advocates for changes in prescriptive language proposed in the 2026 Business Rules and 2026 NDAA.
- December 2025: New business rules are released, and the FY 2026 NDAA passes with language that better reflects a viable path forward.
- 2026: We look forward to continuing to work together and support policies that best serve military families and the moving professionals who serve them!

Reuters: Trump signs $1 trillion annual defense bill without fanfare
U.S. President Donald Trump on Thursday signed into law a nearly $1 trillion annual defense policy bill, despite provisions providing new aid to Ukraine and reining in his ability to dial down U.S. involvement in the defense of Europe. The fiscal 2026 National Defense Authorization Act, or NDAA, authorizes a record $901 billion in annual military spending, $8 billion more than Trump requested.

Miliary.com: New STAY Act Aims to Cut PCS Moves for Military Families
The Supporting Tours Across Years (STAY) Act, introduced by Rep. Jen Kiggans (R-VA) and Rep. Sanford Bishop (D-GA) would require the Department of War to evaluate current PCS frequency, tour lengths, and whether some assignments could be extended to improve family stability without hurting readiness… If passed, DoD would conduct a detailed analysis of assignment cycles across all branches.

Freight Waves: Trucking, retail pressure lawmakers to pass anti-theft bill
Without federal oversight and the ability to coordinate and share information, cargo theft – particularly high-tech “strategic theft” directed by organizations operating outside the U.S. – will continue to surge, trucking and retail officials told lawmakers on Wednesday. “This goes way beyond the hit-and-run type of straight theft that we’ve seen for over a hundred years with trucks,” American Trucking Associations President and CEO Chris Spear told House Judiciary committee lawmakers.
